well can you list your system specs, because it could be your cpu. Also it could be your internet connection or the game server.

You cannot replace the video card in a Laptop unless it’s a Laptop that was designed for upgrading, ie. alien ware, XPS etc, and that is not always possible.

    RAM is a necessity.

I suggest lowering all of your settings to minimum, enable triple buffering, and if your video card is ATI use the OMEGA drivers rather than the official release.

I can play at 40 fps with a
    Pentium M 1.6 Ghz
    1.25GB Ram
    Radeon 9000M
    > 2 Gigs free on Main and Secondary drives.

Normally a Laptop has an in built video card, so you can’t change it. So, more RAM.

graphics card is probably more important, but it really depends how fast your processor is. 1-2gb ram should be fine for WoW.

If you have a slow or old processor no amount of RAM or improved graphics card will help.

3 Main things you to upgrade for a good running gaming machine, you should have at least, an Intel Dual Core E6600 or higher, i would recommend the Quad 6600.

    at least Nvidia 8800 Series

At least some good 2GB mated pair kit of RAM - Crucial Ballistix very cxheap at the moment.
